October 19, 2026 regular board meeting
What's worth knowing
The most useful document on this agenda is the District's first-quarter budget report. As of September 30, the general fund held $249.2 million, which is 31% of the annual budget and not set aside for any specific purpose. A budget amendment on the same agenda projects the year ending with about $253.7 million unassigned, after a planned draw of roughly $5.7 million. The report also shows $44.9 million budgeted to pass from the general fund into the City of Frisco's Tax Increment Fund this year. These figures are unaudited and will change once the 2025-26 annual financial report is final.
Most of the purchasing business sits on the consent agenda, which the board usually approves in one vote without discussion. This month the District asks to join two more purchasing cooperatives, Region 6's EPIC6 and Kansas-based Greenbush, which let it buy from pre-approved vendors without running its own bid. Three vendor qualification items list $0 in spending, yet those approvals can renew each year through 2032, and price increases are approved by the purchasing department rather than the board. The largest dollar figure on the agenda is a five-year, $483,198 renewal of Sophos cybersecurity licenses through SHI. The monthly report of purchases over $100,000 is listed, but no document was attached when we checked on October 15.
Closing out a storm-damaged roof at Reedy High School cost $1.63 million, paid with insurance, with $160,000 in unused contingency returned to the District, though the action sheet describes it as a security project, which looks like a copy-and-paste error. The board will hear findings from the state's Intruder Detection Audits, after first discussing them in closed session, and a committee's recommended priorities for the 2027 legislative session, including a fine arts allotment and protecting District of Innovation flexibility. Personnel approvals include hiring an assistant general counsel. Agreements with Frisco, McKinney, Plano, and Little Elm for school resource officers, pulled from the September agenda, return this month with no documents posted. The September 21 minutes up for approval also show the pre-K through fourth grade class-size waiver passed as one of 24 consent items in a single unanimous vote.
